July 13, 2O16 Meeting of Pine River Ranches Landowners Association

18 Pine River Ranch Circle Bayfield, CO 81122

 

Meeting was called to order by John Salsbury at  7:12 pm

 

Board members present; John Salsbury , Pat LeRoy, Jim Clay, Susan  McLaughlin, John Dustin and Angie Pommier (Salsbury and McLaughlin outgoing).

 

June minutes and Annual Meeting Minutes were approved after being emailed and read by all members.

 

Treasurer’s report read by Pat LeRoy. Not much has changed since the Annual meeting .  There is now $5OO in the fish fund.  Pat distributed treasurer’s report for all.  This was approved.

 

Old Business:

 

Roads:  Click will bring in more material to finish bridge.  We could also have CRG do it when they do the culvert on Ludwig and add material to pond road. And mailboxes. John Salsbury gave contact numbers to board members to finish road projects.

 

Weed Spraying at Pond: Richard Diedrich had sent a letter saying spraying had occurred too close to the pond and grass and willows had been killed. He wanted to know what was sprayed. Rodeo and Buccaneer , and anime were used.

 

New Business:

 

Annual Meeting response: John Dustin researched State Statutes in regard to solar arrays. Imposing reasonable restrictions on solar arrays is within our jurisdiction. John Salsbury brought up that we should add windmills and other renewable energy systems. He mentioned we may contact HOA lawyers to consult with.  John Dustin will incorporate updated language to our policies and procedures in regard to collections. Jim Clay will propose we will form a committee from landowners not on the board to refine and add guidelines to our policies and procedures before the solar array and renewable energy systems are added to the by-laws, as per the voted on and approved motion at the Annual meeting.

 

New Construction issues were discussed as per culverts, sheds, and impact fees.

 

John Salsbury wanted to discuss all agenda items this year to make sure that nothing slips through the cracks in the change of board members. Jim Clay asked about the culverts and ditches. John responded.  He recommended that reminder letters to homeowners with new culverts should be sent out in the spring of their responsibility to clean out their culverts.

Storage unit : Pat LeRoy checked into storage units for the PRRLOA record storage .

 

New Officers:  John Dustin recommended that they go around the room to see what everyone would like to do as per positions.  Pat LeRoy offered to be treasurer and secretary.  Those present nominated Jim Clay as President, John Dustin as Vice President,  Pat LeRoy as secretary/ treasurer , and  Angie Pommier and Waterman Ormsby at large.  These positions were approved.

 

Pat LeRoy said she will write a letter to the bank to redo the signature card.

 

John Salsbury volunteered to follow up on the high speed internet and to continue mowing the neighborhood.

 

Next meeting will be August 9, 2O16 at 7:OO pm
